[Maine-birds] Lubec gull ID

Hello Folks,
 
   Joel Wilcox-Fairbanks abd I brided the Lubec Sandbar on thurs, 9-6, there were not a huge number of birds present but, again, a decent variety of species.  A few of the highlights were:
Red knots: 11
American golden plover: 2
Peregrine falcon: 1
Northern harrier: 1
 
But the most interesting bird we came across was this gull:  http://www.flickr.com/photos/21615434@N02/
I am not claiming it to be some rarity but, would like opinions of the bird if anyone cares to give one.
The last picture is particulalry interesting.  In several of the pics, the bird is standing about 3 ft behind a 1st yr Herring gull.  I believe the bird  to be oiled but, we didnt see any other birds that looked like they had been in oil.
