Hello Louis,
       Thanks for your reply.  I am not disagreeing with you diagnosis but, if it is a Herring gull, it is the largest one I have ever seen and has the largest bill I have ever seen on a Herring gull as well.  Maybe head molt makes th bill look bigger?  I just cant get past the size difference.
