Not only are domestic cats a problem, the feral cat numbers in Maine are huge. My friend founded an organization called Forgotten Felines. They capture the cats and have them neutered. If there are kittens they take the kittens and find homes for them (I do not know if they require the kittens to be indoor cats). The adult neutered cats are then released back into the place where they were captured. For adult feral cats the only other option would be to euthanize them as they, in most cases, cannot be domesticated. If you know of a feral cat colony, you should contact Forgotten Felines (they have a website). At least the neutering of them will keep the population at bay.
