[Maine-birds] ebird question

How does ebird decide what gets included in Maine's rare bird alert? Does location make a difference--for example a fish crow in Cumberland County might not be deemed rare, while one in another county would be? What about something like a Louisiana waterthrush?

Thanks for any insight.
