That's amazing!  I spotted a similar flock off Rt 17 (Union) on FRIDAY, on my way to the Pelagic Cruise via Liberty Tool, where I did some shopping.  A sign in this particular yard announced "You've Been Flocked". 

Depending on exactly where in Waldoboro you spotted your flock, it may have moved as much as 4 miles in one day.  An incredible feat for such slow-moving critters.

 P.S. great photo. By chance  did you manage to get any audio?  Aside from knee color, voice seems critical for separating the various populations.   Hope you also checked for crossed bills.

They are actually a resident flock centered around Southwest Harbor on MDI.  They overwinter there, where they are feed and cared for by members of the Southwest Harbor Polo and Yacht Club, of which they are the official mascots and centerpiece of the clubs annual "Flamingo Festival" fundraiser, or, depending on which cocktail party you attend, hairraiser.

The especially shiny feathers and bent bill might lead one to believe it to be an off color Glossy Ibis that flew, at high speed, into the side of a cruise ship. But no, they are , in fact, Flaingos, ushered into this world  by the thousands, through a special plastic In Vitro process, by artist/entreprneur Don Featherstone, who along with wife Nancy have in years past been Grand Marshalls of the Flamingo Festival Parade.
