[Maine-birds] Rough-legged hawk and northern shrikes

The highlights for my section of the St. Stephen CBC, which includes parts of Calais, Baring, and Baileyville on the American side included a rough-legged hawk, 2 northern shrikes, and 107 common goldeneye.
