Just a thought - this bird is in Portland - perhaps the Parks, etc. dept. should be contacted, if nothing else to alert them about plans. They also might be able to help in capturing the bird. Everyone is rightfully concerned about the future of this bird, but it's "protected" and you probably need permission from someone to attempt anything,and they'll probably assist you too.
