This looks like a Eurasian Green-winged Teal to me.  I saw a couple in the same spot on Thursday and Peter Vickery saw one here on Friday.  The bold horizontal stripe on the side is the tell on these.  When these drakes are seen in good light, the Euro teal show some bright creamy facial stripes which outline the green mask and the front of the cheek more prominently than on the American Green-wingeds.

There is a possibility of an intergrade that would show both the horizontal side line of the Eurasian and the vertical side slash that we see on the American GWTE.  Though your bird shows some white on the side, I think this is probably an artifact of the heavy backlight hitting the bulge formed by the wing which is tucked away under the feathers.  Intergrade teal usually don't show either of the white body lines as boldly as their full-blooded brothers.

Snapped this photo of a big group of Green-winged Teals in Scarborough Marsh today. Noticed some odd coloration on the bird in the center of the frame, and I think it may be a Eurasian/Common Teal. Let me know if this is confirmed or not. Thanks!
