Blue jays become quiet and reclusive during their breeding season in Spring and early Summer, and also during their molt which is occurring now. The small flocks seen may be family groups and/or post-breeding dispersal. The jays will be "back" soon.
Other birds act similarly during the late summer molt. The robins pacing around lawns are currently foraging quietly in the deep woods.

Interesting that you would mention that. Blue Jays have been scarce for a good part of the summer (mainly late June & July) in my neck of the woods (southern Somerset Co.)--until the past couple of weeks that is. Maybe yours migrated up my way. They are moving in flocks now, which they weren't doing during breeding season. Be patient. A flock will come your way. :)
