When I was there yesterday, one of the managers of the cliff house was walking through the parking lot and came up to us. She said that we needed to call the cliff house directly before we wanted to bird here. I didn't see this in the visiting directions (and Ethan who I ran into said that he hadn't ever heard of this before), but it was my first time there so I don't know.
The Western Tanager has been seen most recently at a feeder and property on Bald Head Cliff Road. This is a private road, with multiple no trespassing signs up. I'm not sure if the bird can still be seen from the public area at the cliff house - when I was there it was always on the road. Before you visit please get permission from one of the homeowners. I facebook messaged "Ej Jewett", who is a birder and who had posted pictures of the western tanager to Maine Birds. She made it clear that she did not want birders walking there without permission, and did not want crowds of birders there - at one point the other day her neighbors, who value their privacy, came out to ask a crowd of birders what they were doing. She was very kind to me, and will be happy to let you visit, and escort you down to the tanger if she is home.

Some birders that went to see the tanager yesterday said we have to get
permission from the home owner where the tanager is being seen.
One birder said we need to get permission from the Cliff House.
