Hi Andy, and everyone:

ON--Occupied Nest is meant to be used for: "incubating adult directly observed or nest presumed through multiple observations such as adults entering or leaving an area in circumstances strongly indicating an occupied nest. Can be used for nests which are too high, enclosed, or the contents not visible for other reasons." So an adult sitting on the edge of a nest should not be submitted as "ON", but could be N--Visiting Probable Nest Site. If, on a future visit, the adult is seen sitting inside the nest, presumably incubating, "ON" could be used. You may also note that there is a code NE--Nest with Eggs, but this should only be used when eggs are directly observed, not presumed. ON and NE are both "confirmed" codes, so there is no need to risk disturbing a bird in an attempt to

Another thing to consider, on 4 February 2020, Andy documented these birds bringing sticks to the nest and appropriately coded that observation as NB--Nest Building. NB is considered a "confirmed" breeding code, so for the atlas, Bald Eagle is Confirmed in the Alfred SW block, and done for the atlas! The reason I mention this, is we'd love to encourage birders to work on completing Priority Blocks this year. The Alfred SW block is already complete, but there are Priority Blocks adjacent to the east (Alfred SE) and south (North Berwick NW: https://ebird.org/atlasme/block/43070C6NW) that need more effort to complete.
