My son noticed this fledgling gull at the courthouse of Portland (45 Presumpscot St). Looks like a black backed or a lesser black backed, (or not, I am not great with gulls) which he said did not fly when he approached it. He thought it may have fallen from a nest on top of the courthouse. Did not know if anyone from near that area might want to investigate.
